Rework .stignore functionality ( fixes #561 ) (...)

- Only one .stignore is supported, at the repo root
- Negative patterns (!) are supported
- Ignore patterns affect sent and received indexes, not only scanning

Increase max path length 1024 -> 8192 bytes ( fixes #551 )
...
PATH_MAX seems to be 4096 most of the time; Windows limit is much lower.
