Discrete Cosine Transform.

Functions aubio_dct_do() and aubio_dct_rdo() are equivalent to MATLAB/Octave dct() and idct() functions, as well as scipy.fftpack.dct(x, norm='ortho') and scipy.fftpack.idct(x, norm='ortho')
